There is a GTHL rule that says in U10 and U11 you can't bench a player at all. Take it for what its worth though..

No there’s not.

There is the Atom Pathway from Hockey Canada though, which says in U10 and U11 the players are to generally get equal ice time. It also says kids must try all positions (other than goalie) and no coaches that I’m aware of do the latter. Some do the former but not many.
